You're allowed to upload it here. Mature content is allowed UNLESS you put mature filter on- what I mean by this rule is, before uploading, make sure you tick the box that says "contain mature content" so that it shows as a warning page to other people. Mature filter makes your mature content unavailable to people under 18: help.deviantart.com/220/

I think the confusion stems from your wording: "Mature content is allowed UNLESS you put mature filter on."

What that is saying is that people can submit mature content as long as there is no filter attached. If there IS a filter then it's not allowed to be submitted.
Basically, you have a typo.
Change IS to either IS NOT or ISN'T and you'll be correct.
Ex.
"Mature content isn't allowed UNLESS you put mature filter on."
